Educated at the University of Toronto and Queen's University. Called to the Ontario Bar in 1975. Practised civil litigation at Fraser Milner Casgrainin Toronto, 1975 to 1993. Interchange programme with the Department of Justice, served as special counsel to the Commissioner of Competition from 1986 to 1989. Appointed Queen's Counsel in 1992. Appointed Judge of the Federal Court of Canada, Trial Division and ex officio member of the Court of Appeal, and a Judicial Member of the Competition Tribunal in June 1993 and in June 2000. Appointed Judge of the Court Martial Court of Appeal of Canada, June 16, 1994.
